For the eyes of the Lord are on the righteous
and his ears are attentive to their prayer,
but the face of the Lord is against those who do evil. 1 Peter 3:12
Peter here is quoting Psalm 34:15-16 in order to make a very important point. And that point is this: if you want God to listen to your prayers then your life needs to reflect the fact that you are walking with God. In other words, don’t ask God to do something and then go out live your life the way you want to live it by doing whatever you feel like doing. Both Peter and David are warning us as followers of God not to treat him as if he were a Genie in a magic lamp that we can rub whenever we want or feel we need something, because God hears all prayers but he is responsive to those prayers that are prayed with the right attitude and the right heart.
